CIA Director William Burns expressed his belief in the fall of 2022 that there was a real risk of Russia using nuclear weapons on the battlefield against Ukraine. He mentioned that there was a moment when there was a genuine risk of potential use of tactical nuclear weapons. Despite this, Burns emphasized that the West should not be intimidated by Russian President Vladimir Putin’s threats. He described Putin as a bully who engages in saber-rattling tactics.

At President Joe Biden’s direction, Burns met with his Russian counterpart, Sergey Naryshkin, at the end of 2022 to reiterate the consequences of nuclear escalation. Burns highlighted the importance of being direct about these potential risks. The White House did not immediately respond to inquiries about this matter.

Russia’s official nuclear doctrine is defensive and is based on the principle of deterrence. It allows for the use of nuclear weapons in response to attacks involving nuclear or other weapons of mass destruction against Russia or its allies. Deputy Foreign Minister Sergei Ryabkov mentioned that there is a clear direction to make adjustments to the nuclear doctrine.
