The U.S. Considers Tightening Restrictions on China’s Access to Chip Technology

According to Bloomberg, the Biden administration is currently exploring the option of imposing stricter regulations on China’s ability to access chip technology essential for artificial intelligence. The focus is on a high-tech chip architecture known as gate all-around (GAA), with possible actions being considered to limit China’s access to this technology.

Leading companies like Samsung Electronics and Taiwan Semiconductor Manufacturing Company (TSMC) are already at the forefront of producing chips with GAA technology. Samsung has commenced production of 3-nanometer chips using GAA architecture, while TSMC is planning to incorporate GAA in their upcoming 2-nanometer chips. This advancement is expected to result in improved performance and lower power consumption in the semiconductor industry.

The proposed U.S. measures aim to make it more challenging for China to assemble cutting-edge computing systems necessary for developing and running AI models. These restrictions are part of a series of export controls initiated in October last year, focusing on limiting China’s access to advanced chip technology used in AI applications. The U.S. government is currently evaluating the extent of these potential rules in regards to GAA technology.

As China continues to invest significantly in semiconductor technology, nations like the U.S. and the Netherlands are taking steps to counterbalance China’s growing influence in the tech industry. There have been instances, such as the Dutch government’s decision to restrict the export of chip-making tools by ASML to China, in an effort to safeguard their technological edge.

China’s Push for Self-Reliance

In response to the escalating export controls and restrictions, China allocated a substantial amount of funding into a third semiconductor fund, signaling its commitment to enhancing “self-reliance in science and technology.” This move highlights China’s determination to strengthen its domestic capabilities in the face of mounting challenges posed by international regulations and limitations.
